No, that's not it.

The problem with Taoism is that it did not work. You can only live the teachings of Taoism (withdrawal and inactivity), if there is a welfare state that is willing to support you. If you were a Taoist, you got to sit around and do nothing, while everyone else worked to support you. It just didn't quite work out. Taoism died out in China a long time ago. It enjoyed brief revival in America in the 1960's when people wanted to "drop out" -- which was a perfect match for the teaching of Taoism.
